Hillary: 'We Cannot Negotiate With Individual Terrorists.' What About Groups?

Is it just me, or does this wording in Hillary's new foreign policy magnum opus in Foreign Affairs magazine seem odd?

We cannot negotiate with individual terrorists; they must be hunted down and captured or killed.

I thought the policy was, "we do not negotiate with terrorists." Is there some significance to the term, "individual terrorists"? We may negotiate with groups? Is this opening the door to discussions with Hamas or Hezbollah at some point in the future?

That wording cannot be accidental; if Hillary Clinton (and her foreign policy advisors) had meant to write terrorists in general, she would have written so.
